The City of Banning, CA (population 31,000) is strategically located in the San Gorgonio Pass area of Southern California astride Interstate 10  between Los  Angeles and  Palm Springs.  The community enjoys clean air, ample water supplies and the inspiring vistas of the two tallest peaks in Southern California, Mt. San Gorgonio and Mt. San Jacinto. In addition, residents enjoy
picturesque meadows, fruit groves, and a charming downtown.

Recreational activities are plentiful with the mountain resorts of Idyllwild, Lake Arrowhead and Big Bear only a short drive away.  The premier golf destinations of Palm Springs, Rancho Mirage and Indian Wells are equally close.

Development opportunities exist for commercial, industrial and residential projects. These opportunities are enhanced by City-owned water and electric utilities, a municipal airport and easy access to four commercial airports.

THE GOVERNMENT

Incorporated in 1913, the City of Banning is a general law City operating under the Council-Manager form of government.  Five City Council members are elected by districts to serve staggered four-year terms. The City Manager and City Attorney are appointed by the City Council. 

Banning is a full-service city with approximately 165 full-time employees. Departments include     Administration,  City Clerk,  Administrative Services, Community  Development,  Economic Development, Public Works,  Community Services,  Public Utilities, and Police.  Fire protection and animal control services are provided through a contract with Riverside County.  The City’s overall budget is $115.3 million with a General Fund budget of $18.1 million.

THE POSITION

Under general direction from the City Manager, the Community Development Director will plan, manage, direct, oversee and coordinate the activities of the Community Development Department, including building and safety, planning, economic development, business development, urban redevelopment, housing programs; coordinates assigned activities with outside agencies and the general public; provides highly complex staff assistance to the City Manager. Exercises direct supervision over professional, technical and clerical personnel.  Evaluates land use proposals to ensure compliance with City, State, and Federal laws and ordinances. Communicates with developers regarding the development process. Provides recommendations to developers regarding land use proposals.  Monitors the architectural and engineering work on all development projects to ensure conformance with the Agency's development goals and the City's general plan. Directs the preparation of agenda items for the City Council, Planning Commission, and other committees, commissions, and boards involved in land use, development, and general planning activities.   Oversees monitors and directs office operations of assigned staff.

THE IDEAL CANDIDATE

The City is seeking an enthusiastic Community Development professional with a strong customer service orientation and superior project management and personnel management skills to become a key player on the Banning management team.  He/she must be well versed in planning and building and safety operations.  The director must be a good communicator and be willing and able to establish effective working relationships with the City Manager, City Council, Planning Commission, staff members, business and community leaders, and residents. Candidates who believe in an open door policy and who are comfortable serving as a mentor and role model are desired. They should be forthright yet tactful. Candidates must be capable of motivating staff to work as part of the broader City team.

A Bachelor’s degree in Planning and Development, Management or a closely related field is required. Candidates should possess at least ten (10) years of planning and development experience that includes five (5) years of management and/or supervision, OR an equivalent combination of education and experience as determined by the City.

COMPENSATION & BENEFITS

The salary range is $107,520—$145,461 per year. Starting salary is dependent upon qualifications with excellent benefits. This position is an executive level at-will position.

  • CalPERS Retirement: New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula.  New hires with no CalPERS service as of January 1, 2013, will pay 6.2% of the employee rate and will be subject to the  2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.
  • Cafeteria Benefits: Entitled to $20,000 per year; may increase each time the premiums for the City’s health insurance increases. The funds may be used towards the purchase of medical and dental insurance. With proof of outside acceptable health insurance coverage, employee entitled to receive the cafeteria benefit as taxable income or converted to a 457 Plan or City sponsored Medical Savings Account.
  • Vision Expense: $250  eyewear reimbursement every 24 months.
  • Car Allowance: $250 per month vehicle allowance.
  • Education Incentive:  Pays up to $300 per month for a Masters’ Degree and/or professional certification.
  • Life/Disability  Insurance:  $150,000 of paid Basic  Life Insurance and AD&D.  Must participate in the STD/LTD insurance which provides 60% of pre-disability salary, tax-free, up to $5,000 per month. 
  • Paid Leave: 160 hrs. vacation and 80 hours of yearly cash out;  96 hrs. holiday leave;   98 hrs. executive leave; 96 hrs. sick leave & annual cash out of 96 hrs. with minimum of 40   hr. balance.
