POSITION DESCRIPTION:

The Assistant Finance Director is involved in a variety of duties relating to management of the general and financial business of the City as needed, including, but not limited to: preparation & implementation of the operating budget, five-year capital improvement program, long-term financial forecasting, financial report preparation, continuing disclosure, bond issuance, participation in strategic projects, technical research, operational studies and analysis, and other special projects

SUMMARY OF DUTIES:

•Provides oversight to critical processes to ensure compliance with City policies and procedures, along with applicable laws and regulations.

• Manage the preparation of financial documents including but not limited to: annual budget, capital improvement plan, bond documents, continuing disclosure and annual financial reports.

•Guides financial decisions by establishing, monitoring, and enforcing policies and procedures.

•Protects assets by establishing, monitoring and enforcing internal controls.

•Ensures compliance with federal, state, and local legal requirements by researching existing and new legislation. Advises management of actions and potential risks.

•Oversee staff responsible for various financial functions, as assigned, including purchasing, budget, accounting, investments and billing & collections.

•Manage analysis of revenues including taxes, fees and charges for services. Communicate trends and analysis of performance to assist management with financial planning. Make recommendations on fee and rate changes needed during the budget process.

•Coordinates financial impact analysis on various situations, including annexation, MUD dissolution, debt issuance, rate studies, etc.

•Hires, trains, develops, and appraises staff effectively. Takes corrective action as necessary on a timely basis and in accordance with City policy. Consults with Human Resources as appropriate. •Prepare written instructions, analysis, internal policies and procedures, memos and reports as needed.

•Provide a resource for research and technical assistance as needed. Make recommendations based on best practices or peer city experiences.

•Prepare agenda requests and presentations to City Council and various boards as needed.

•Evaluate processes and procedures and make recommendations to Director for improvements in efficiency, internal control or other areas.

•Provide support to Director as needed in all areas of Finance.

•Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance.

•Works with Executive Team, Directors and City Council members and all levels of staff as needed to accomplish goals and objectives.

•Prepares and effectively delivers presentations relaying financial and economic information to the various audiences, including members of the public, elected boards and city council.

MINIMUM QUALIFICATIONS:

•Bachelor's degree in public administration, finance, or related field required.

•Master's degree in public administration desirable.

•Five years of experience in Finance or City Management is required.

•Four years of experience managing a finance-related function required.
