Reporting to the Deputy City Manager, the purpose of this position is to plan, direct, organize, and oversee all leadership and management activities for the Finance department. This is accomplished by developing and implementing the City’s overall financial policies, setting goals and objectives for the department, and reviewing and approving employee actions for the various operating divisions in the department including; Finance/Accounting/Payroll, Purchasing, Municipal Court, and Utility Collections. This is accomplished by maintaining financial records, overseeing financial transactions, reviewing and approving payable documents, maintaining cash liquidity, investing funds, evaluating technical activities, monitoring budget activities, reviewing debt service payments, assisting departments with budget activities, assisting with the annual audit, and reviewing and overseeing utility billing and collection and Municipal Court administrative areas. This position makes recommendations to management and City Council. Other duties include, but are not limited to, implementing strategic goals identified by City Council and assisting with special projects as assigned.

Formal Education           

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree in accounting, finance, public administration, or business (Master’s Degree preferred). Certification as a Government Finance Officer and/or a Certification as a Public Accountant is preferred.

Experience        

At least seven years of progressive managerial experience in an executive level position in governmental finance, accounting or auditing sufficient to perform essential functions described above.

Supervision       

Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

Human Collaboration Skills        

Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Receives Administrative Direction: Within this job, the employee normally performs the duty assignment within broad parameters defined by general organizational requirements and accepted practices. Total end results determine effectiveness of job performance.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Budget Responsibility  

Oversees budget preparation of a department budget. Has responsibility for approval of final documents sent to the Deputy City Manager. Reviews, approves and monitors expenditures of significant budgeted funds for the department.

Reading              

Advanced – Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math    

Advanced – Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Writing

Advanced – Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Certification & Other Requirements      

Certification as a Government Finance Officer and/or a Certification as a Public Accountant is preferred.
