General Definition of Work

Performs complex professional and administrative work planning, organizing, directing and participating in the work associated with infrastructure including design, drafting, and construction/quality inspection, and related work as apparent or assigned. Work is performed under the general direction of the City Manager.

Essential Functions

  • Plans, organizes, and supervises technical engineering work in the designing of streets, sidewalks, drainage structures, bridges, culverts, utilities, and other public works improvements by consulting engineers.
  • Prepares and/or reviews plans, cost estimates, inspection reports, contract documents and similar materials for public works projects and infrastructure.
  • Provides technical engineering studies, advice, and assistance to other City departments and agencies; coordinates the engineering design of City programs with State and Federal agency programs.
  • Manages work in the investigation, development, design, and construction inspection of a variety of engineering projects; control field work in the progress through onsite inspections.
  • Reviews subdivision plats and development applications, street, utility, and drainage plans submitted by owners’ engineers for conformance with municipal codes, policies, standards, and ordinances.
  • Attends Planning Commission Meetings, City Council meetings, and public hearings as needed.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of civil engineering as applied to land development; ability to plan, lay out and direct the work of subordinates; ability to inspect projects for compliance with ordinance and code provisions; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems; skill in the use of civil engineering instruments and equipment; ability to present technical information and communicate ideas effectively orally and in writing; ability to establish and maintain effective working relationships with associates, architects, developers, government agencies, local officials, and the general public;

Education and Experience

Bachelor's degree with coursework in civil engineering, or related field and considerable experience in municipal civil engineering, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, sitting and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

  • Registered as a Professional Civil Engineer in the State of Texas.
  • Valid commercial driver's license in the State of Texas.
