SUMMARY

Under the general direction of the Assistant City Manager, plans and administers a program of recreation, aquatics and senior services.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Manages the daily operations of recreation, aquatics and senior services including programs, activities, special events and other services.
  1. Develops and submits recommendations on recreation, aquatics and senior services goals, objectives, policies and services.  
  1. Supervises staff directly or through subordinates; hires and trains employees; assigns and monitors work; evaluates performance; rewards and disciplines employees as necessary.
  1. Prepares and monitors the revenue and expenditure activity of the department’s annual budget.
  1. Serves as a staff liaison to the Parks and Recreation Advisory Board, assists with the Beautification Commission and participates in a variety of community and professional organizations to discuss and act on parks, recreation and senior service plans and issues.
  1. Resolves citizen requests and other issues related to recreation, aquatic and senior services.
  1. Leads the capital planning and construction of aquatic, recreation and senior service facilities.
  1. May perform other assignments and handle special projects as required.
  1. Regular and timely attendance is required, as well as, the ability to get along with others in a professional and cordial manner.

 

SUPERVISORY RESPONSIBILITIES

Manages subordinate supervisors who supervise regular part time seasonal employees, numerous contract labor employees and several volunteers in the Recreation, Aquatics and Senior Center divisions.  Responsible for the overall direction, coordination, and evaluation of these units.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Must be able to complete tasks and/or assignments in a timely fashion.  Must be able to meet deadlines when tasks and/or assignments are due. 
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to write speeches and articles for publication that conforms to prescribed style and format. 
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. 
  • Ability to apply concepts of basic algebra and geometry. 
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. 
  • Ability to deal with nonverbal symbolism and to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Knowledge of:  computer software programs relevant to this position; equipment and rules used in various games, sports and recreation activities; financial record keeping and data management and; techniques of planning and directing recreational activities. 
  • Must have divisional and departmental marketing experience, which includes magazine layout and press printing experience. 
  • Must have demonstrated skill in; maintaining good relations with the public; good working relationships with other employees and effective personnel management.

 

MINIMUM JOB REQUIREMENTS

Bachelor’s Degree (B.A.) from a four-year college or university; and five years related progressive supervisory experience; or equivalent combination of education and experience.

 

OTHER REQUIREMENTS

Valid Texas Driver's License. 

Desired: Certified Parks and Recreational Professional (CPRP) or Certified Park and Recreation Executive (CORE) from the National Recreation and Parks Association, Pool/Spa Operator’s License or Aquatic Facility Operation Certificate
