SUMMARY OF POSITION:

Maintains and enhances the City of Lawton’s Human Resources by planning, implementing, evaluating and overseeing the City’s policies and procedures, and areas including employment classification, compensation, benefits, recruitment, payroll, employee relations, training and safety.

BEGINNING SALARY:  $83,000 to $95,000 depending on experience and education

ESSENTIAL JOB FUNCTIONS:

  • Manages and supervises the Human Resources Department to achieve goals within available resources; plans and organizes workload and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
  • Provides professional advice to city officials; makes presentations to committees, boards, commissions, council, civic groups and the general public.
  • Communicates official plans, policies and procedures to staff and the general public.
  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
  • Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
  • Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Supervises employees who keep records of insurance coverage, pension plans, and personnel transactions such as hires, promotions, transfers, performance appraisals, and terminations.
  • Coordinates contracts with outside suppliers to provide employee services such as training, employee assistance, or outplacement.
  • Supervises employees who keep records of hired employee characteristics for governmental reporting purposes.
  • Plans and directs implementation and administration of benefits programs designed to insure employees against illness, injury, layoff or retirement.
  • Directs preparation and distribution of written and verbal information to inform employees of benefit programs such as insurance plans, pension plans, paid time off, incentive payments, and special employer sponsored activities.
  • Analyzes existing benefit policies and prevailing practices among similar organizations, to establish competitive benefit programs.
  • Works directly with the City’s Insurance Broker for plan modification of the existing benefits programs.
  • Notifies employees and employee representatives of changes in benefit programs.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Write directives advising department heads of local, state, and federal policy regarding equal employment opportunities, compensation and employee benefits.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Serves as Project Manager for the implementation of a HRIS and Payroll System.
  • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess employment trends.
  • Represents management in serving on collective bargaining negotiating team.
  • Attends in Advisor capacity and/or Chair of various committees
  • Coordinate the development and delivery of employee recognition programs tailored to the unique needs of the City of Lawton.
  • Ensures all payrolls are processed on time and assist with the payroll process as needed.
  • Works with both the Fire and Police Chief on all personnel matters.
  • Coordinates or oversees the logistics for all City of Lawton personnel matters to include memos, letters, notices and conducting the pre-determination hearings.

JOB REQUIREMENTS:

Minimum Requirements:

  • Graduation from an accredited four-year college or university with a degree in Human Resources, Public Administration or other closely related field and five years of experience in a human resources capacity; or any equivalent combination of experience and training.
  • Considerable knowledge of current policies and practices of public personnel administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; working knowledge of risk management and safety practices.
  • Two years of supervisory experience.
  • Skill in operating the following tools and equipment: personal computer including Microsoft Office Suite; standard office equipment;
  • Skill in preparing and administering budgets, directing and administering personnel programs and systems.
  • Ability to prepare and analyze comprehensive reports;
  • Ability to carry out assigned projects to their completion;
  • Ability to communicate effectively verbally and in writing;
  • Ability to establish and maintain effective working relationships with employees, city officials, labor unions and the general public;
  • Ability to efficiently and effectively administer a human resource system.
  • Must possess a valid driver's license or have the ability to obtain one prior to employment.
  • Ability to maintain a high level of confidentiality.

PREFERRED QUALIFICATIONS:

  • PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
  • Master’s degree in Human Resources, Human Relations, Public Administration or other closely related field.
  • Seven years of experience in a human resources capacity, with five years of supervisory experience.
  • Experience working in Municipal Government.
  • Experience working for employers of over 500 employees.
  • Past experience of HRIS, payroll, and Applicant tracking implementations.

ESSENTIAL PHYSICAL DEMANDS OF POSITION: Minimal physical effort is required. Sitting, standing, walking, driving, and occasional lifting of small boxes not to exceed 50 pounds.

ENVIRONMENTAL FACTORS AND WORKING CONDITIONS: The work environment is relatively comfortable and the employee must be able to tolerate stressful situations such as meeting deadlines, irate employees/visitors, and maintaining control over diverse activities.
