The Department of General Services strives to be agile, efficient and effective in delivering services in an ever-evolving environment. We achieve this mission through our three Divisions; General Services Administration, Facility Management and Purchasing & Procurement.
 
We are seeking a Director of Facilities Management (Director) to lead the Facilities Management Division in the Department of General Services. The Director will possess significant soft skills to build trust and cooperation, and to demonstrate value and an ability to listen to division staff, other city agencies and our customers. The Director will be a team builder with a demonstrated ability to foster collaboration, as this position will have multiple direct reports located throughout the city. The Director is responsible for establishing the division’s long and short-term goals in conjunction with the General Services’ Strategic Plan. The Director oversees staffing and resources to manage operations, capital improvements and energy reduction initiatives for a large portfolio of city-owned facilities.

Direct reports: Deputy Director, Energy Manager, five Facility Managers, Executive Assistant
 
Primary Responsibilities Include:
  • Manage a portfolio of approximately 145 city-owned facilities; implement management/improvement recommendations; measure and report on progress
  • Demonstrate excellence and leadership; build/grow a culture of respect, collaboration, performance, innovation and accountability within the division
  • Empower direct reports and division staff through mutual trust, teamwork and relationship building
  • Coach direct reports and encourage innovation and experimentation to grow staffs’ talents; support career progression and professional development at all levels in the division
  • Identify and deliver consistent, timely communications with division staff, other agencies and vendors/customers
  • Serve as a strategic partner with city agencies to find out of the box solutions to facility related matters
  • Act as an independent thought leader and decision maker
  • Possess the political and business acumen to be successful at a senior level in high stress or contentious situations
  • Provide senior level analysis, support and input at internal and external meetings
  • Translate the General Services’ 3-year Strategic Plan into the division’s annual operational goals; build, use data and metrics to effectively make decisions on goals; execute and effectively communicate the division’s goals; create buy in and support to ensure success; monitor and regularly report out to General Services’ Executive Leadership
  • Analyze, present and justify the annual budget based on the division’s goals and staffing needs; identify unique resources and options to achieve short and long-term goals; work with facility managers and strategic partners within the city to implement cost reduction strategies
  • Strategize a short and long-term staffing plan and organizational structure to meet the needs of the organization
  • Work in cooperation with division staff and other city agencies to ensure the division’s capital projects are delivered on time and on budget
  • Oversee the division’s Energy Office and support initiatives to achieve the Mayor’s city-owned facility energy reduction goals
  • Work closely with the General Services’ Contracts Office and other city agencies to monitor and negotiate contracts that directly affect city-owned facilities
  • Analyze current processes and trends and implement industry best practices and standardization within the division
While the full pay range of this Job Classification is $93,217-$149,147, our target hiring salary for this position is between $93,217 - $125,000  depending on education, experience and qualifications.

  • Education: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management or related field
  • Experience: Five years of experience at the type and level of Superintendent or Manager.
  • Education/Experience Equivalency: Two years of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
