JOB SUMMARY

The Chief Financial Officer receives administrative direction from the Town Manager.  The Chief Financial Officer plans, organizes, and manages the City’s financial affairs, including functions of accounting and reporting, financial administration, purchasing, treasury, debt management, and budget.  The position is also responsible for the overseeing Utility Customer Service and the administration of other functions as assigned. Coordinates assigned activities with other departments, elected officials and outside agencies.  Provide highly responsible and complex administrative and executive support to the Town.  The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

A Bachelor’s degree in finance, business administration, public administration, or a related field is required. A Master's degree is preferred. A  Certified Public Accountant is a plus. Local government experience is required.  Experience with Tax Increment Reinvestment Zones, Public Improvement Districts, and other special districts is preferred.  Credentials as a Certified Government Finance Officer are highly desired. Ideal candidate must be an ethical individual with long term vision and planning abilities as well as someone who is familiar with cost accounting and entrepreneurial ideas to improve performance and accountability.  Five- seven years of supervisory experience in finance, or accounting including experience in Texas Municipal government is preferred.

 

LICENSES OR CERTIFICATES

1.             Must be bondable.
2.             Certified Public Accountant (C.P.A.), Certified Public Finance Officer (C.P.F.O.), Certified Government Finance Officer (C.G.F.O.), or similarly related professional designation is preferred but not mandatory.
3.             Must complete state required investment training within nine (9) months of employment.
4.             Must possess a valid Texas Drivers License.

1.             Ability to read, write and speak English fluently. 
2.             Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
3.             Ability to effectively present information to top management.

WORK ENVIRONMENT

ESSENTIAL JOB FUNCTIONS                   
1.             Directs Finance department staff and all activities of the Finance Department, inclusive of Budgeting, Accounting, Utility Billing and Collection, and Procurement.
2.             Acts as Town Treasurer as provided for in the Town Charter; maintains or supervises the custody of all public monies, funds, notes, bonds, and other securities belonging to the town; makes or supervise the making of payments out of town funds upon order of the Town Council or other authorized Town Officer; renders full and accurate statements to the Town Manager and Town Council regarding town receipts and payments as requested. Directs the daily activities of Finance, Customer Service, and other functions as assigned.
3.             
Responsible for bond compliance, including compliance with bond ordinances and resolutions and preparation of State and federal reports, Secondary Market Disclosure, and arbitrage calculations. Establishes and maintains good relationships with banks and other financial institutions, investment firms, and bond counsel.
4.             Prepares and/or supervises preparation of reports which summarize and forecast short and long-term revenues and expenditures based upon past, present and future operations.
5.             Provides guidance and assists in preparation of annual operating and long-term planning budgets; reviews and advises the various departments on respective budget proposals.
6.             Advises regarding debt structuring, cash flow management, capital funding, and optional bonding and related debt mechanisms.
7.             Supervises the preparation and distribution of monthly financial reports; reports on the progress of various programs and/or activities related to the finance department as may be requested.
9.             Develops, reviews and modifies internal fiscal policies and procedures in accordance with applicable federal, state and local laws.
10.           Responsible for management and coordination of staff duties with respect to the annual audit and preparation of the comprehensive annual financial report.
