GENERAL PURPOSE:
Performs a variety of tasks associated with building and public works inspections:
reviews residential, commercial, and public works construction plans and provides inspections of the same to ensure compliance with adopted building codes, regulations, and ordinances.
 
SUPERVISION RECEIVED AND EXERCISED:
This position receives general supervision from the Director of Community Services & Building Safety. This position does not supervise any other positions
 
PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Inspect residential and commercial building during various stages of construction, enforce compliance with applicable codes, ordinances and regulations
• Inspect existing residential and commercial structures for change in use, occupancy, or compliance with applicable codes and ordinances
• Inspect foundation concrete, steel, masonry, wood construction, framing installations and a large variety of other complex and routine building system elements for residential and commercial
construction
• Conduct site inspections for new infrastructure projects including utilities, storm sewers, paving and franchised utilities work to verify compliance with proposed plans and specifications
• Reviews building plans, site plans, and zoning related applications to ensure compliance with applicable codes, regulations, and standards
• Attend and participate in a variety of meetings to include pre-construction, post-construction, architects, contractors, builders and the general public.
• Monitor and record a variety of construction activity, ensure correct and accurate installation of equipment and construction materials
• Communicates both orally and in writing, technical problems and potential solutions, with the architect/engineer, contractor and immediate supervisor
• Demonstrates effectiveness in dealing with contractors and architects/engineers and enforce contract documents while upholding the best interest of the City
• Ensures City building codes and related ordinances are updated according to standard practices and state building code changes
• Writes thorough reports that document and detail factual, chronological history of the construction, including problems that occur, inspection results and other pertinent project data
• Maintains a project file, including plans, specifications, approved shop drawings, change orders and important correspondence. Must also operate the permit software.
• Will provide permit issuance assistance, contractor registrations, animal registrations, and other permit software duties. Must be able to balance a cash drawer
• Must have excellent job attendance and punctuality
• Must be able to control street cleanliness of construction related areas as well as building/construction debris on lots and subdivisions
• Provide technical support to other City departments as related to inspections and construction activity.
• Investigate and resolve public complaints, determine compliance with codes and ordinances, recommend appropriate actions
• Oversee maintenance of assigned vehicle
 
MINIMUM QUALIFICATIONS:
 
Education and Experience:
 
• Must possess a high school diploma or GED.
• Two (2) years of increasingly responsible architecture management, construction and/or building inspection experience, and a minimum of two (2) years increasingly responsible experience in public works or other related field including experience in construction engineering and technical inspections.
• Experience with BMP’s and maintenance of SWPP
 
Required Licenses or Certifications:
• Certified Residential Building Inspector, Texas State Plumbing Inspector’s License required, and International Code Certifications in at least one of the following: Residential, Electrical, Mechanical, or Plumbing
• Certified public infrastructure inspector
• Valid Texas Driver’s License required
 
Required Knowledge of:
• Complex principles and techniques of building inspection
• Principles of structural design and engineering mathematics
• Basic principles of public works construction and inspection
• Safety standards and methods of building and public inspections
• Pertinent federal, state and local laws, codes and regulations
 
Required Skill in:
• Organizing daily inspections, inspection files and test reports
• Detecting code violations within all required building and utility construction
• Analyzing and interpreting construction plans
• Using technical equipment assigned

This position will have intermittent periods of standing, sitting, and walking. Intermittent moderate amount of walking (5-7 miles) is required for this position. Walking will be required for communication with the public, obtaining information, attending meetings in other buildings and going on calls. Sitting at desk and in the City vehicle is required. Some reaching, and handling required while doing paperwork, making phone calls and during operation of City vehicles will be required. Most of the workday involves coordination activities with others; discussing issues with others in person or on the phone so listening and speaking is necessary for the job. Required to operate City vehicles. Will be required to carry/lift plans, blue prints, and shop drawings. The employee must have the ability to lift, carry, push and/or pull greater than 50 pounds, and this position may require infrequent lifting of greater than 100 pounds. There will be constant exposure to weather, extreme heat and/or cold, wet and/or humid conditions, noise intensity level, moving mechanical parts/hazards, dirt/dust, and odors. Constant use of protective footwear, eyewear is required.
