The Position

Guilford County is looking for its next Building Inspections Services Director who can perform professional and administrative work managing the activities of the Building Inspections Department. The position is responsible for the interpretation and administration of building codes and related ordinances and regulations. The Building Inspections Services Director serves as a field inspector and has the final determination of building permit issuance within the jurisdiction of Guilford County.

The Building Inspections Services Director will manage and direct the assignment of daily workloads, training and evaluation of inspectors, Building Inspections Department, administration of departmental policies and procedures, and the County as they are related to obtaining compliance with applicable federal, state, and local codes and ordinances. The position involves the inspection oversight of residential and commercial construction, renovations, additions, existing structures, and accessory structures to certify that work, materials, and methods comply.

The responsibilities and duties of this position include supervisory duties that can range from instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; appraising employee performance and recommending employee transfers, promotions, discipline, discharge, and salary increases. The position also includes monitoring the progress of all activities to ensure that resources are used efficiently and projects stay on track. The Director meets with citizens, contractors, and design professionals to coordinate plan review, inspection, and permitting activities and resolves conflicts between contractors and inspection staff when needed.

The position oversees plan reviews and the issuance of permits for all construction in the County and ensures the maintenance of accurate and complete division records. The next Building Inspections Services Director coordinates departmental activities with those of other divisions, departments, agencies, and boards as required and attends meetings of various community and civic organizations as appropriate. This position also receives and reviews engineering reports and drawings, architectural designs, codes, current/proposed legislation, inspection reports, correspondence and prepares certificates of occupancy, technical and administrative reports, and various other records, reports, memos, and correspondence.

Qualifications

Minimum Qualifications include a minimum of a high school degree by technical training in a trades area and five (5) years of experience in the design, construction, or inspection of residential, commercial, and industrial buildings, including supervisory experience or an equivalent combination of experience and training. A minimum of two (2) years as an apprentice in a related field of work. A minimum of two (2) years as a tradesman in the field. At least two (2) years as a supervisor in building trades is preferred.

Preferred Qualifications include possession of certification Level III in one of the trades as required by the NC Code officials’ qualifications.

Compensation and Benefits

The expected hiring range is $96,170 – $118,770, depending on qualifications, with excellent benefits. Residency is strongly preferred after appointment. A relocation package and other amenities will be a part of the total compensation in an employment agreement.
